I downloaded a small song for use in an animation, but had to take it out since it didn't stop with the animation. Since it didn't stop and was on auto play, it ended up blaring 4 of the same song at different points at me. How do I get the song to stop playing?

When you imported the song, did you change it to stream? It's probably set to event and that's why it doesn't stop. Click any frame in the layer where the music is playing, after that click the tab under the canvas and click properties, there should be the music "options" and in some of them should say "Event" change it to stream and it should be fixed.

I can't find the tab under the canvas. Do I have to create a symbol or a tween to access it?

The closest thing to the toolbar is the timeline though. Its the only thing below the canvas

Where do you fix your brush's smoothness?? Where do you add filters?, those are the tabs I'm talking about, "properties" should be next to the filters tab.

Properties are on the right side of the screen next to nothing for me. Well, it has the Library but that's it.
