how to draw bubble and animate it when it's explode?

In which program?

it's easy to animate a bubble that only move


but if you are gonna animate it blowing then i think it should start with a semi trancparent circle then it starts to break apart from the point where something had touched it ,then you animate particles and stuff
also i think it should drop water from it when it breaks apart
