It depends on you.
Cs3 has a few more features than flash 8, but for beginners like you(?) should stick to flash 8 for a while. When youre ready to make HDer anims, go with the higher versions. Im not restricting your freedom to use cs3 instantly btw. Idc really if you go with cs3 first, since they are similarly the same.
Some also use the higher versions to compile collabs, such as RHGE or Rushed series. So yeah, if ever you make a big collab, go with the higher versions.

You should use the one you like.
Guitarii is right.
And here`s a fact to take into account: you can open files made on older versions of flash with higher versions. But it doesn`t work the other way.
Therefore, if you want to be able to open all possible animations from different users, you should have the last version of flash. And if you want more other users to be able to open your animations, you should use old versions.
(it works like that, as I understand)
I have flash CS3 for doing joint drawings with my friends (that also have CS3) and flash 8 for animating (I`m more used to it).

like Guitarii and Ekzolol said, it also depends on how you are gonna use it , for animating or coding and making games ? .In my opinion , i think flash 8 is the best version for both making games and animating
but for cs versions i think they suck at coding :\ (i've tried AS2 only , don't know about AS3) but they are good for animating and converting flash files
i personally use flash 8 the most for animating and coding , altho i have cs3 and cs5.5 ^^

Flash cs3 can save to a flash 8 version, so if you want to join a collab or something that only accepts Flash 8 fla files, then you can just save it in that format. It also crashes less (at least, for me). Other than that and AS3, there's really not much else that's different. I'm guessing it's going to be more expensive tho.
Flash 8 has bigger brushes.
