I just finished a 194 frames animation with one blue stick figure making combos, the thing is now I want to put an outline to the stick but I need to do it by going to frame 1, make the stick a symbol, put a black glow (outline) on the stick then after that, I'll go to frame 2 and repeat the same process until I finish. The thing is I want to put an outline on the stick in just one step, not putting an outline on the stick each frame. Help?

if you put them all into a movieclip it should work. other than that... I dunno.
unless maybe you can use the multi frame thingy. that my help in some way...

You could use the edit multiple frames button which is near or next to the onion skin button, then change the marker to all of the frames, select all of the sticks on the stage with the selection tool and then add the outline to all of them. I am not sure if it will work though.

1.Copy all of your frame
2.Make you movieclip
3.After that paste all frame you have copy before on layer 1
4.and then click the arrow on the top of layer to go back
5.make new layer and f5 it until end of the frame you have copy before
6.and then put that movie clip from the library to your canvas (remember you should put it as same as the position of the frame you copy before)
7.and then add some glow
8.enjoy lol

Use the ink bottle tool and manually ink bottle each frame. It's only 194 frames so it shouldn't take too long. It makes for the best quality. Since, when you make something a symbol and add filters in flash it diminishes the actual quality of the symbol. Like this:

That bottle ink feature only applies for brush tool and/or pencil tool user only, right? Then I assume if line tool user couldn't use it for outlining the figures.

Select the stick, goto Modify>Shape>Convert lines to fill
