It's best that you would use Flash, or hand draw it, whichever, those are the best options at the top of my head right now. But you can use any program, or draw whichever way you want, just Flash or hand draw it are the best options, I guess.

and one more question can you make up your own team or do you have to be on an already made team?

You don't HAVE to be on a team, its optional, but mostly. Being on a team means nothing, worthless, same with posting your character, no real point in it at all, unless your bored. To make a team you need to put specific information like team name, allys, rival teams, members, leader, likes/dislikes, and so on. Same with posting your character.
