Personality
Sai is relentless in his pursuit of good or evil. Once given a task, he will stop at nothing to accomplish his mission, no matter the difficulty of his apprehension. He can sense when his prey is near and become obsessed and focused on his victim. He also gains amazing speed when in pursuit of his prey and is a master of tracking, stealth and traps.
One sword: he's calm and he is sorta underestimating his opponent.
Two swords: More serious, taking his opponent more seriously
Three swords: Its very rare for him to have three out. But when he does, he won't stop at anything until he kills his opponent.

The hunters creed
Long ago there was a villain so powerful
that the local lords and knights shivered with fear. His fighting skill was such that he would destroy anyone in his path and no one was good enough to fight him. Then a mysterious man came to the king and asked if the king needed assistance in tracking this man down. The king then laughed at the man and agreed to pay him a very heavy sum (not expecting him to return). Weeks went by and there was no word from the mysterious man. Until one day the man marched back into town with the villain thrown over his shoulder. He went to the king to receive his payment and the king stared at him in awe. After receiving the payment the king offered the man his knighthood, but the man refused and walked out of the kingdom never to be seen again. This man was the first Bounty hunter of record. After this many Bounty hunters began to spring up throughout the realm. Showing their employers their ability to track, fight and trap, they travel from town to town in order to make money. They have also learned to be masters of disguise. Standing right next to their prey and falling their foes without them even knowing what hit them.
People Don’t Have Bounties, Only Quarries Have Bounties
This single, cardinal rule, more that any other, defines the way in which Bounty hunters approach their chosen profession. It reflects the idea that sapient beings, to some degree, must be accorded respect. If, however, an individual has a bounty placed on them, he or she ceases to be an individual with rights. No longer a member of the galactic community, the "quarry" becomes fair game. Tears should never be shed over the fate of someone who is after all... "Only a quarry."
Capture By Design, Kill By Necessity
In keeping with the loosely defined Hunter code of ethics, killing is sometimes necessary. That’s business, pure and simple. However, unnecessary killing is still murder. The Bounty hunter, unless otherwise directed by those leveling the bounty, must attempt to deliver the quarry alive. Often those leveling the bounty have a vested interest in a live target - and the target might be better off trying to get killed by the Bounty hunter.
No hunter Shall Slay Another hunter
Simply put, no matter their origin Bounty hunters see themselves as a special breed. They take their lives (and those of others) into their hands each time they hunt. One may agree with another hunters motives, or damn him for the manner in which they carry out their hunts, but no Bounty hunter may ever knowingly take up arms against a fellow hunter. This law applies only to hunters who themselves follow the creed. Those whom have broken the creed, or those that have a bounty posted on their head are merely quarries. In such cases the ex-hunter is no longer seen as a member of the common fellowship and old scores can now be settled with impunity. The hunter has become the hunted.
No hunter Shall Interfere With Another's Hunt
While it is not unheard of for Bounty hunters to work together as a team, the hunt for a given quarry is most often viewed as a form of personal duel between two sapient creatures. In such a duel the hunter matches skills, wit and courage against all the resources that one's opponent can bring to bear. If the hunter wins it is a personal triumph denoting superior skill and intellect, not simply a question of luck. To interfere in another’s hunt, unless first invited is to leave the question of "who is better" open and perhaps forever, unresolved. Of course competition between hunters is often fierce and there is often a very thin line between "compensation" and "interference." This being true, while a Bounty hunter is constrained from taking direct action against another hunter, there is nothing to constrain a Bounty hunter from hiring others to do the dirty work. Of course if such an action, successful or not, can be traced back to the original perpetrator serious consequences inevitably follow.
In The Hunt One Captures Or Kills, Never Both
In the case where the quarry has been taken alive, that "choice" cannot be altered. To kill a quarry in the course of the hunt is one thing, but to purposely kill an unarmed, helpless being already subdued and unable to resist is seen as simple slaughter and wanton butchery. A quarry "killed while trying to escape" however, would be an entirely different matter altogether.
No hunter Shall Refuse Aid To Another hunter
While no hunter has the right to interfere in another’s hunt, there comes times when even the best among master Bounty hunters require assistance. In extreme cases any hunter may ask and expect to receive aid and assistance from another hunter, even if it means the latter must temporarily suspend his or her own hunt in the mean time to render such aid. Whatever personal grievances or animosities may be involved between the two parties, it is known and understood that Bounty hunters take care of their own. Of course such assistance is not without a price tag, and the arbitration of payment after the fact can often put a substantial dent in the requesting Bounty hunters expected profit.

Abilities
Speed
He is the fastest man alive in the world and in the RHG. His speed rivals quickfeet and Nhazul to the point where he could run faster than them both.
Agility
he has been trained in acrobatics so his agility is good enough to easily dodge the enemy and retaliate.
Intelligence
He's smart enough to understand and employ basic tactics against his enemy. Also thanks to his intelligence, he is a expert at the art of ambushing and disguises.
His sword
Then comes his sword. His sword looks like any modern katana but it has a special ability. It can split into three different swords that Sai can use to full effect.
Crescent wave
Sai slashes downwards with such speed that normal human eyes can’t see it. This attack is strong enough to cut through metal with ease.
Weaknesses: Dizziness and apparent drunkenness.
Cowards defense
Sai starts to act cowardly and surrenders to the enemy by hitting his sword into the ground and getting on his knees. But as the enemy attacks him, thinking that he will be an easy kill now. Sai quickly uses a defense move that can send his opponent flying in the distance when his enemy gets close enough.
Weaknesses: He can only do it if attacked, also only if attacked with a physical attack.
Tornado style
Sai starts to spin horizontally extremely quickly thus causing a mini tornado that lifts up his enemy and then he can quickly release a hail of slashes.
Weaknesses: Dizziness, motion sickness and if he gets for example punched in the face during this, the tornado dissipates.
Mole digging
Sai uses his sword so he imitates the blades of a helicopter to drill underground with ease, so he can easily take his enemy by surprise with an attack from below. One of his hands will be sticking with one of his swords rotating very quickly, powerful enough to cut a mans legs right off.
Weaknesses: He becomes blind, so he has to rely on his hearing to hear where his enemy is.
Death charge
Sai charges forward with his sword with all his stamina, cutting everything in his path. His arms move so fast, that if you’re in his way, you’ll get cut to ribbons.
Weaknesses: he can only run straightforward and he needs to charge up his attack before he uses it.
Sword hurricane
Sai wraps a strong thread around his sword and uses them to spin his swords around him to create a mini hurricane. The can cut through human flesh easily if caught and can destroy buildings
Weaknesses: Dizziness. If he is not careful, he can get caught in the hurricane and get damaged by it. (although this is a 1/100,000 chance) And like the tornado, if you hit him, you disrupt the hurricane.
Triangle monk strike
Sai places his sword around him so they shape a triangle as Sai sits down in a meditating position in the middle. The strategy is that the opponent would attack him, Sai would then quickly move away from the middle. (where the opponent would now be standing.) His swords would then lift up by clones (or what seems like clones, could be just that he’s just moving so fast people see more of him.)
The clones would then stab the opponent to hold him/her/it in place as Sai quickly would jump up and slash downwards. This is a finisher move, the enemy is guaranteed dead.
Weakness: Requires COMPLETE concentration and focus. Also that the enemy attack him with a physical attack and this also uses all Sai’s strength.
Drunk man style
Sai suddenly starts to act like he’s drunk and wobbly. This tends to make him look harmless so people underestimate him. But he is even dangerous then, even with his drunk moves, he can be just as deadly. The drunkenness is supposed to fool the enemy into believing that Sai is actually drunk.
Weaknesses: He can only truly use it if the opponent is fooled. Also that Sai might have a hard time walking for a few seconds.
Hedgehog style
Sai holds up his sword behind his back and spins vertically on the ground as if he was rolling. What he does is that he imitates sonic the hedgehogs ability to roll and use swords at the same time to do damage. His speed doubles because of this and he is hard to get hurt or get hit by the enemy
Weaknesses: He will get motion sick, he can’t really see when rolling due to that he’s not a hedgehog so he’s not adapted to it.
This fighter is a supporter of the The Ministry and has joined it's congregation to receive favor.

Age

Personality
No personality what so ever. Just a pure beast that shows no mercy and kills all it sees.
Abilities
Strength
Its strength is out of this world as it can lift boulders with one hand.
Agility
Its body is perfect for dodging enemy attacks
Speed
Its very fast but not as fast as Sai is.
Spine
The beast's special weapon is that it can use it's spine for different things like a offensive based tail or a dome. When the spine comes out of the body, a new one automatically regenerates for use. Then ever more can be split from one spine to make them be multiplied into huge numbers that it can manipulate perfectly. (its basically like a boney whip/rope.)
The spine can mainly be sprouted from the mouth, back or butt. (It doesn’t have a digestive system or genitals so this isn’t a weakness) But it can also sprout from other places, but that does so it takes longer to heal from it. The spine itself can generate biologically more spines from it but the problem with this is that this makes it heavier, hollower and more energy consuming. But he can still manipulate spines when he has them out (but they have to be connected to the body biologically.) so they can move up and down, left and right etc etc.
