Try shit out until you find what works best for you.

It also depends on what you're drawing.

Sorry to be so vague. I think between 30% and 60% is usually good. Works for me, anyways.

I use 20. So does Kitsune so far I know. Schwa uses 3.

Yes, he's been animating for 3 years.

I use the default, 50.

I use 30.

NTG used a fairly low smoothness setting a while back; everything looked fine.

I think he used 0 once.

I used 3 on my full bodies because I'd zoom in and then zoom out, and with smoothing it seemed to mess up the angles of what I was drawing, and when you zoom out you can't notice the horribly wobbly lines so much.

It makes me glow inside to be remembered.

10-20, I like the sort of rustic-yotam-perel-ish look it gives me drawings/animations

It's a good idea to keep it low if you want a better control of your drawing, and higher if you can handle the vectoring well. I keep it at 20 or 15 because it works for me.

Test out on some levels, mang.

No, that's not what it does at all.

Smoothing just makes it so the lines you drew look smoother, and not as rough around the edges. If you have a lower smoothing on, flash won't correct your lines as much. 0 will give you exactly what you drew with the brush tool, while a higher setting like 70 or something will have flash round all the corners, often changing the shape of what you drew fairly dramatically.

I use 25-40

If I had a good tablet I'd use lower smoothing but if I do that now it gets all jittery :F
