I spend 53 Minutes on it using Flash CS6

Well, How I said, I used Flash Cs6
So The tool I used is "The Spray Tool" I'm Not sure about earlier Versions, But It's Available In Flash Pro Cs6
So After you select that Tool, You can change the kind of shapes You wanna spray, By selcting Symbols,
If you Don't Have the Spray Brush Then you can Just Keep Copy and Paste, It might Take longer time, But it's More Accuret
