So i just made this 300 frame animation and it came out to be 24MB or some shit. Yeah, I need to know how to compress it.

Do you have any music or image files included with it?
Also, is the .sfw 24 megabytes or the .fla? .fla's tend to be much larger than the final .swf, as they hold some extra information for editing without loss.

Edit the properties of the sound files. They are often the culprits of file size.

24mb isn't big. well for 300 frames I guess it is.
Go to file / Save and compress. then it compresses the movie if you hadnt already done that

well, it's for a collab, and there are no sounds, not anything. Just frame by frame brush.

Frame-by-frame brush animation seems to dramatically increase file size, which makes sense when you consider the complexity of most brush vectors.
If this is the actual .swf you're talking about, try to compress the movie as others have suggested. Also, get a preloader game <.<
