What version of flash are you using? If you're using adobe flash, whatever cs it is then be sure to set the actionscript of your fla to AS2.
V-cams work with AS2 and the defaults set on Adobe Flash is AS3. You can change it by going to File>Publish Settings>Flash tab and change actionscript 3.0 to 2.0

well it's flash8 and the actionscript is the 2.0 version
