To play as Chaos in game you have to Purchase a membership.
i assume you are saying that your money is not yet transfered into american dollars.
this may be the problem you are facing.

I cannot change anything for you. however, i wanted you to feel as if you weren't being ignored or met with aggressive trolls that stumble over here giving you one word answers and not real solution to your problem.

what is your country? What is your money? Euro? Pound?

It should work regardless even when you don't use dollars to pay for things. I have membership and used Euros to pay
