He paired the players like that for a reason, he needs to split up all the high rated players as seperate as possible.

So in the end the finals will be a high rated player vs a high rated player and not a low v a high.

Think about it this way. Would you rather have decent early matches and shitty finals or boring early matches and a shitty final/roflstomp.

Either way its randomized.
