If you want a free stickfigure maker, go use Pivot or Google other programs.

Probably Pivot and EasyToon are the best free animating softwares out there(in my opi), but if you are more into animating and you have money, you should definitely buy Adobe flash 6, its amazing.

Also there's like, a list of free animating softwares in this forum btw, some similar to flash. Go look it up in either the resources or the tutorials section.
