It is by the same people that's why it plays similarly. But it is by no means a Pandemic game. It's like a better version with more control and options.

But in the new game, Madagascar has more than 1 port and birds can reach it now so it isn't that hard. It's also kinda stupid now since all you have to do is start in China all the time.
