Photoshop? Just use a rectangles and circles. Where they're rough around the edges, put another circle instead.
That being said, name the rectangles, they become a lot of layers quick. Also, "Duplicate Layer" is your friend, for consistency sake.

Basically kinda like this
You dont even need photoshop nor macromedia to make stickfigures. If you're having a hard time making poses with brush, practice the line tool. Endo has mastered it. Terkoiz has mastered it. Many animators can do it. Take your time and practice poses n shit, nothing is instant.
