Well I can try to ban him if he posts anything suspect in the chat, but without ip bans there's nothing lasting that I can do, and OOSing will hardly get stopped by a chat ban.

Chat banning and ip banning are totally different. We can't do much but chat ban.

The administrators and employees are right there should not be anything that would cause harm,stress,etc. to other. Every one needs to be kind and respectful and peaceful toward others because being a bully is not right at all and is not acceptable, it always pays to be a kind hearted person and cause no trouble and problems. If there is a bully out there any where you need to get professional help of becoming a good person because it is not worth getting in trouble always stay on the good side and being a good person and try to help others to become good by telling them or they need to seek help so their life does not get themselves on a bad path but always stay on the good path which leads to a nice person.
