Ya pretty sure multi Accounting is only perma banned if you're already perma banned and you're trying to avoid it.

If it's temp ban then the other account perma banned

And if it's just 2 people on the same computer who have 2 accounts. (Like Setto and Azurth) The newer account gets perma-banned
