So, I'm a pivot user, but after my friend AwesTube gave me a tutorial on the basics of flash, i started to try it out. I've noticed in a lot of flash animations that the figures in frame A are the exact same sized as in frame B, just in a different position. So i would like to know, do people draw the figures again (because i think i would be really hard to get that kind of sameness in multiple frames) or do you use some kind of setting? Thanks!

Yes. Turn on the onion skin tool and start drawing. when you finish drawing on the first frame press F7 for next frame and draw again.
