Here's how it works, if you must know.
Starting with room one there is a - 50% percentage adjustment, that means at room one the highest number that can be rolled is 50, including all the loot I rolled for the room.
If you consider the +4% defense wicker shield "Sorry about the dice luck" that enables him to go into guard stance +30% defense, gives him a total bonus of 34% meaning the highest he can have in room one is 84.
Compared to a monster with a +10% attack weapon, the highest it can possible roll is 60. 70 with aggressive stance.
I'd say these mechanics significantly effect combat.
Naturally this restriction will begin to deduct with each room, until eventually you have the strongest attacks and access to the best possible loot.
