What you'll want to do is select everything that neefs blurring, right clicking, going down to convert to symbol, clicking "movie clip" instead of "graphic" or "button" when it comes up, and then opening the filters bar at either the bottom or the side of your screen depending on your version, (it's at the bottom in f8) clicking the plus sign and clicking blur. There is no specific radial blur in flash but you can lock or unlock the blur axis, and having them locked to each other will blurr it equally up and down which will give it a radial blurish look. Make sure that you decide whether or not you want your blurs on low medium or high as well, as that significantly affects the way the blur will look

well, that isn't what you asked. In regard to that, I don't believe that's possible in flash, you're just have to use the existing motion blur creatively or come up with a more original way of portraying quick movement

the only way i've ever been able to do a radial blur in flash is by exporting the objects i want to blur as an image, editing it in photoshop, and then importing the edited image back into flash. you gotta do this manually for every frame you want a radial blur on.

I think you gotta do what Drone says, after that convert that movie clip into a movie clip (you know, movie clip inside a movie clip) and then rotate that.

Or do what scarecrow said.

(Or maybe you don't need to convert it to movie clip and just do ctrl+g it (group it))

Usually you wouldn't really need motion blur that's at different angles. I'd just blur it at whatever axis it's closest to. Like if it's moving more up or down than left or right, I'd blur the Y axis, and vice versa. It's one of those things flash can do that's not perfect, but nobody actually notices how imperfect it actually is. Kinda like skewing a background to make it look 3D even though it's not actually being 3D rendered. Hope this helped.
