It's not very complicated to suck, but that would cause donkey kong to be gay, so...

Although Luigi is my favorite character I play best with falco
Is he Low Tier like Luigi? I dont think he is since hes so similar to Fox

Falco is tier A- while fox is tier C. Donkey Kong is Tier D (this is for brawl btw)

Not really. He's actually considered high tier in sm4sh. Luigi has a much better combo game than Mario, multiple kill confirms and better OoS options (comparing Luigi's upB to Mario's in terms of punishing). Only downsides of luigi is that his air speed is terrible, he is slower than Mario and his traction doesn't allow him to properly punish people's attacks (especially if it has a lot of shield damage i.e. Bowser's fsmash)

With all the frequent nerfs and buff changes in Sm4sh, it's kind of hard to make a good reliable tier list, as if tier lists weren't already super complicated and unreliable.

It's true. Tier lists are usually calculated from tournament results and notible players, and the patches always moves characters around, too.
