I have an idea for a RHG and i'm really excited about it. But i don't feel like i'm good enough to make a demo or anything.
So my question is, can I make a RHG thread without a demo, and then make one for my character when i'm good enough?
And is there a limit to how long my RHG can be locked before it gets deleted or something?

no, you need a demo with your RHG. you can pm your demo to a mod to get it unlocked, but no you need a demo with your rhg. you can make a wRHG which is the same thing, but you use stories instead of animations.

RHG is based entirely on animation, if you can't animate a demo then you can't participate in it. It's like asking if you can start a band before you can play any instrument.

I can animate, i've only been doing it for two months and don't know if i'm good enough yet.
What if i just make a placeholder demo and say i'm just not available?

What I mean is, if you're not even good enough to make a demo, what good is an RHG character? Just wait until you're confident enough to actually participate in the system, then join it.

Though don't be so shy...I mean sure you can wait long enough until you make a RHG but don't be so unconfident about It...

what if i am strugguling to make a decent walk cycle, but do other things okay-ish?
it has been two months and i still can't do a walk cycle.

I recall when I struggled making walk and run cycles..I used to practice animating only the legs,got better at it,then I tried making also the body..got hang of it,now my animations aren't as bad as the were 4-3 months ago.
