He is recorded in star wars history as the most powerful being to have ever lived. There are less powerful Sith who can eradicate planets. He was essentially immortal as well. He could rent the fabric of space time to destroy enemy fleets.

However, I read somewhere else that Luke Skywalker is much more powerful than Palpatine, being the son of Anakin Skywalker who is essentially Force Jesus. Apparently Anakin had a lot more potential than Palpatine, but was taken by him to the Dark Side at a young age. Luke managed to get to the level Anakin was at in a relatively short time, and still grows more powerful.
