Last time I checked, that particular Ekans regrew. It was one of the Elite 4's.

Although, all Cabone's mom's are dead. There has to be some type of population control. Every team (Gamma, Rocket, etc.) have done some sort of experiment that put at least a few hundred pokemon in the morgue.

Well someone has to control the population of this powerful creatures. If there's a high population of pokemon, all humans will be dead.

That chapter from the manga itself is some sort of a pokemon graveyard, why not put that as evidence instead?
