why is it that when i use the paint bucket tool to color in a object it won't work, can someone explain how to fix this.

It's probably because there's a gap somewhere in whatever object you're trying to fill, make sure the object is completely closed before trying to use the fill bucket tool.

If you're using flash not just that, when you have it at first the object drawing is on. So simply just press J or click it on the HUD

Or when you select the fill bucket, there's an option underneath where the tools are located that looks like a closed circle. Click it and you can adjust it to fill in even when there's a gap.
