His original idea does have seeds of interesting thoughts in them, though. It is somewhat theoretically possible that in the distant future, the "ruling class" will no longer be bureaucrats or politicians, but creators of technology who constantly ply new software and inventions to keep the masses docile and mediocre. I don't think there will be anything sinister or opaque about it though, just greed. It'll be similar to the situation we're in now, except scientists will take on the role of industrialists.
Again, I'm not saying this will happen, I'm saying it has an inkling of interesting conversation in it.
