I get that posts derailing the thread are bad, but the occasional off-hand comment isn't worth reporting usually

I usually check the thread, if the off-topic has gone too far, then I give out infractions. There's also the case of the discussion ends, but people are still talking about it. I think this is one of the example, in which cases I close the thread with a post.
