Trace it. Insert image, draw over image in sections: head - Body - Legs.
Copy the image into your game and it should make it easier.

do i make the costume by sections or one piece only?

Sort of sections.
Do the head to cover the face itself.
A body, to fill the body, leave the arms as stick arms.
And the legs, which could just be small and stumpy.
