Settings>Change Profile Picture
Settings is on the top right hand side of the site (only when you're logged in).
Also a note that profile picture only appears when someone checks your profile where the avatar is seen when you're posting on threads and all that. Make sure the picture or gif isn't larger than 100pixels by 100pixels or 64kb.
Hope it wasn't too confusing heh
