Background stages

Can anyone link me to a good tutorial about creating backgrounds for animations?

It really depends on what you're going for to be honest. When it comes to backgrounds, it comes down to your ability to draw what you envision. Sure, if you're going for a city type scene it would do you well to know how to draw with/to vanishing points.
I don't know of many good background tutorials that will teach you how to do anything more than to try and replicate whatever they draw in the tutorial. My advice would to make a layer for your presketch, because it's always better to have an idea of what you want before you start. Then I would use a bunch of layers to draw everything and convert it to symbols so you can make changes later if you wish to.
Here's a background I drew for a game I was working on not too long ago. These steps aren't in the order in which I did them, it's just to give you an idea of how you should go about drawing these things.
Even now, there's so much I would change or do differently if I were to redraw this background. Each one is somewhat of a learning experience. You only get better if you keep practicing and trying new things.
