(first, just saying, but I would probably pay to see Handy in a game :D)
Soo…I’d like to submit Dr. David Roy MacBeth (wRHG char).
His premise is that he’s a powerful and lithe melee/ranger combination capable of making two duplicates of himself. His central weapon is a highly customized Winchester One-of-a-Thousand Lever Action repeater with a variety of different ammo. He also carries throwing knives and medical equipment/chemicals.
His overall playing style would be to pressure someone as a ranger and then move in close to use knives, poisons, and hand-to-hand to finish them off. One of his signature skills is that he uses his medical knowledge to target nerve ganglions, bone joints, organs, etc. to do maximum damage/debilitation with each hit. His rifle is as close to him as his own body, so he wields it quickly and confidently -- even with one hand. His specials would involve making another version or two of himself that would act like a shield or do some action. Since I’m guessing keeping three versions him animated at once would be a pain, after doing some action his Reflections (what I call the duplicates) could vanish.
***Added: His playstyle is to be have a mix of ridiculously fast light attacks (in a game setting, these could potentially be some of the fastest in the game), with FAR slower heavies. His specials and supers should be weaker than those of other chars, but should be balanced by being characterized by being easy to land and surprisingly fast. In fact, his specials (and even the basic super with Reflections) should be easy enough to use regularly and easily, serving as more keystones to his build than his Heavies and Launchers (which should be on the level of kill-moves). All about totally screwing with the opponent's ability to move and play normally, taking total control of the progression of the game quickly.

---Height: 6’4”

---Build: Gymnast/Olympian. Lithe with long, powerful limbs and good core strength
---Eyes: Light Green
---Hair: Auburn, kept in tasteful, stylish feathers that come down to about his jaw-line in front and his shoulders in back. Bangs are kept just above his eyebrows because he hates the feeling of hair getting in his eyes.
---Skin Color: He’s Scottish. So…naturally quite fair, but with a slight workman’s tan from spending a great deal of time outdoors.
---Clothing: He wears a tailored and expensive white “sea-captain’s style” suit with light crimson highlights. His knee-high dress boots are white leather, more moccasin style than European. He does have a pair of matching gloves, but these he doesn’t usually use. His suit jacket’s pockets and sheaths are small pocket dimensions (hammerspace-ish), so no matter what he’s storing it won’t show up. Style is everything
---Extras: David sports a pair of large emerald and gold pendant earrings. Despite their size, they are somehow still tasteful
---Further note: Despite caring about his appearance, he is battle-seasoned and hardy (and straight)…so effeminate would NOT be the word to describe him.

---Light: Punches and Kicks, Knife Slash (extremely fast)
---Medium: Rifle shots (standard and flash/bang rounds), Melee with the Rifle itself, Punches/Kicks, Knife Throws (still quite fast)
---Heavy: Rifle Shots (AP/Explosive rounds), Knife Stabs (slower)
---Launcher: Rifle Shot (Aeropyre round…essentially an electro-chemical bomb. Lighting/shockwave effects and the works :P) (This round is large, cumbersome, and has to be manually loaded…so it takes a while)
Specials:
---Targeting: These are strategic hits. Applying this slows down the time between attacks (making them hard to stack), but makes them highly accurate. Side effects could include any of the following: increased damage, slowing down someone, stunning them, interrupting an attack, etc. You can get the idea.
---Poison: This is kinda obvious. David can apply poison to any knife attacks. “Applying” poison to knives would take a moment, and stay on until it is used. He would only a limited number of poison applications/doses available. Poison itself could do a variety of effects…preferably time-lapse damage, but also including other effects if you want.
---Healing: David carries enough materials for three good heals. HP amount and their actual effects I would leave up to you.
---Agility Combos(??): This is kinda up in the air depending on how you set the gameplay up…but the idea is that because he is super agile, he would incorporate jumps and rolls and flips into his style. Makes for aerial combos and stuff.
---Blocking/Dodging: Again, this is more up to you. In my writing, however, he regularly makes use of his agility to dodge, as well as using his rifle (which just happens to be indestructible, of course) to block incoming attacks.
---Knives -- Dual wield: David typically dual wields his knives...thus doubling their effectiveness/throwing speed.
***Added---Empath Burst: Turns the damage from the opponent's next attack back on themselves
***Added---Empath Aura: A passive that weakens the opponent's will (could be used to weaken armor and opponent's damage).
Supers:
---His Reflections: David Generates two Reflections (duplicates) with full equipment. All three Davids would perform the next action/combo you use. The Reflections can also interfere with attacks (having their own hitboxes), being unkillable for a X amount of time (short) after which they could be eliminated with a single attack (making them usefull for buying time to, say, heal or prep a major attack). After performing a single action they would vanish.
---Grappling: David is large and remarkably strong. In this case he lunges bodily at his opponent, wrestles them into his arms and legs. Does massive damage with serious blows during wrestling.
**(added)---Empath Force: Locks eye's with the opponent (ranged, any distance). Uses his full empath powers to forcibly rip apart their consciousness. This would be the biggest special.
Flair:
---Intros: Dunno. He’s a recovering Narcissist with a Jesus-complex…soo that kinda gives material. Regularly portrayed by other writer’s as being “so goddamn perfect.” Here’s the kind of thing he’d do. “*Walks in casually, and smooths his jacket calmly. Eyes opponent* Well, you’ll make for a nice bit of exercise. Shall we begin?”
---Outros: “*Checks watch, then glares at dead opponent* Great. Now my tea is cold.” Or “*Smiles benignly* Really, this was quite amusing. I’m surprised you though you could win.” Asshatish things like that.
---Taunts: “*Spreads arms wide and chuckles* Oh come now…you could at least make me TRY!” or along that line of thought.
---Defeat animations: So…in the wRHG, David has lost 5 times (and won 5, but anyhow). For some reason, though, even other people have never had him actually “Lose.” Like, he somehow manages to lose the battle/win the war kind of thing. Or, with my last battle, he “dies” but then survives via his Reflections and goes on to casually freak out his opponent later on. So, the idea with his defeat animations would be to always emphasize the “I might be down, but I’m not dead” kind of thing. Or, if he does die, have a Reflection (duplicate) appear behind his body, shake its head slowly, shrug, and then walks off the screen.
---Hair and cloth physics, etc: um…idk enough about animation to make suggestions here.
---Other: His rifle LOOKS really old and beat up, despite being heavily re-engineered for greater capacity, firing rate, and caliber. So. There is that. He himself was born in the 1880s, which means his overall styling can be kept in that line of thought (but still in accordance with his specified appearance).
Overall Style: David would have rather low HP, but extremely high defense. His style is a tactical-tank hybrid. Tanky in that he can just push through light and (some) medium attacks without much trouble. Tactical in that he has to use strategic combos to finish off his opponents due to relatively low damage per attack, as well as being vulnerable to combo-stacking/heavy attacks. He is only a half-ranger, so to speak, in that he is equal parts melee and ranger. Thus, his style would be to use one attack (say, his knives) to pressure his opponent and then switch to his rifle swiftly. Or vice-versa. His Reflections would multiply the effect of his attacks as well as be valuable meat shields while they last, thus causing havoc with other players. Still, he's a relatively large target. Also, because he's a hybrid, that means that he's technically inferior to PURE melee and PURE ranger types. Specialty is versatility in play style.
