programs and trackpad

I have two questions, I often animate at school on my chrome book what would be the best online program for this. Next question i have a windows touch screen computer at home, would the touch screen be a good alternative to buying a track pad?

Well, first off
Do not buy a trackpad for animation or art
It's worse than just using a mouse.
A drawing tablet would be preferable, however, if you can use a digital pen on your touch screen that'd work.
And as for a Program, get Flash.
