Naruto is all about this little guy who wants to be Hokage and to rescue his "friend" from the enemies' hands and while doing so, makes a bunch of corny statements and 'morals'. It's just too boring, honestly. The fillers are really crappy,
I found the fillers hilarious
but I don't judge animes by their fillers because being an animator, I know how hard it is to think of new ideas and to keep motivated.

Anyway, Naruto's plot is too amorphous, having some kid that lives in some ninja village that looks like it's taking place somewhere in the past, but that arc with Zabuza shows that there's some city with some business guy. It makes no sense how ninjas exist in modern day settings. All the fights in Naruto are pointless and annoying to watch.
I take it you never saw the Puppet battle and Rock lee vs Garraa
They drag it on over and over and it always ends up with Naruto furrowing his eyebrows and finally winning by using the same move that he pulled a while back, but this time it's fueled with anger so he suddenly wins and then he's an hero again, but is still seen as a stupid child by his peers and other ninjas.
The fox thing, it makes sense wh it happens, but it happens less in Shippuden

In One Piece, it's all different in every battle,
not to mention that more and more cast members are being added to the crew, meaning that there's going to be more battle variations as the anime continues. Luffy is the main character of the anime and is the perfect comical relief, in any situation.
His voice is terrible.
Unlike Naruto, he doesn't always "lose" at the beginning and then pulls some invincible shit out of his ass and end up winning. It flows well and even the fillers are interesting to watch.

Luffy IS weak to begin with. It's the fruit that made him able to become a pirate and to chase his dreams.

I saw it like 3 years ago, I can't remember all of it, but it was about fat ninjas and ramen (what a surprise)
Most of the time, it's Naruto and his team going off to some distant city or whatever and Naruto doesn't like one of the people during the mission, but after everything is solved and everyone's happy, they become great friends and they wave each other off at the end and people are in tears woohoo

And One Piece is not a comedy for god's sakes. One Piece is an anime that incorporates action and humor, which is probably the best for any type of entertainment.
You said it had humour, but I've never seen anything funny in it.
