Not because they're absolutely horribly made, but because they are generally a sad scene.
Mine is in Four Brothers. The scene where Jack is shot down in the street screaming for his brother. Not sure what it is about it, but it always seems to make me feel a little sad.

I absolutely love tear-jerkers. They have a perfect balance of characters so you actually feel for them.
Big Fish & The Green Mile have some serious scenes in there that really make you want to start tearing up.
The thing about dramatic scenes is that they aren't dramatic unless you've seen the whole movie and it's been leading up to the event.
