Here is my first animation at 24 FPS.
It's bad, I know, but I'm new to this.

The walk isn't horrible. It's just your stick is sloppy as fuck.

Its very well done for you being new! It is slow for a 24 fps film which is good! Work on consistensy with movements and flowing from one step to another. He seems to pause his body after every step. If you learn more complex animation while doing 24 fps you will get better fast!
To fix the sloppy thing that outphase mentioned is to simply take an eraser to the awkward tips and outlines to smoothen out the stickfigure in every frame. It will look much neater.
If you didn't know that already, I am ashamed. :(

Ok thx 4 da advice, and I was just in a rush.
If I cared to do touch-ups, then it wouldn't look as sloppy.

No, Just make more tests and projects to better yourself. Then you can see an improvement scale.
Don't animate in a rush. Just stop and continue again for quality's sake!

Its about as good as my anims, which you said were pretty awesome for a beginner also, to make the walk better, the walk is good but when making a walk or run, the leg that is on the ground stays in the same place on the ground.

Nicely eased in my view. Dunno how people do anything with the brush, but it looks kinda slidey, where, like Dragonhawk said, the foot that is supposed to stay put, slides. Either way, great job.

Nice, now just add the upper body, and it will look sweet.
Ive always had trouble with brush, so I really cant help much...

Think about a real walk. The leg that steps down first usually starts bending as the other leg goes across. It doesn't just step, go stiff, and have the back leg lift up and go across. What I do is try standing up and figuring out the perfect motion, like walk a few times then take that and try animating it. Also, make sure you connect your legs and what not better.

We don't take kindly to leg-benders around here.
And their sympathizers.
