I dont know if this is it, but I think I know where it is. Theres this coast on cinnabar island in versions red and blue. If walked near, you encounter weird pokemon that have odd names and levels. A one example is the pokemon numbers (non-listed and the picture is pixelized), another is a level 164 snorlax. Helpful if want to cheat through the game.
