the v-cam has script in it that makes it invisable in the exported animation so it doesn't matter what it looks like and its not only for experienced people but it helps to know how to work with tweens and resizing before using it, but everyone has to learn at somepoint.

Basicaly, the v-cam makes whatever is in it, ei, on the layers below it but within the size of the box the thingy you see. if you make it bigger, you see more but everything has been zoomed out, if you make it smaller, you see less but everything is zoomed it. if you tween it sideways you can have a large background but only show the bits the sticks are on for example. If you still don't get it i'll see about making an example or something.

This shows the v-cam moving side to side, the top one, and what it would look like if you were animating it or tweening it in flash, the second one.

Ignore all the text its the animated stuff that shows the v-cam in action you need to bother with if you don't get it.
