So I need the best tool to draw with a computer.

Tablet PC, a more expensive choice with the ease of directly and accurately drawing?

If you're willing to pay that much for a tablet PC, get a wacom cintiq:

I had one, but sold it for basically the same price to get a gaming PC. It's much better than either of them. Other than that, get a tablet, tablet PC's are unreliable and usually not calibrated good and not good for sensitivity and positioning.

Nope. I draw way better with the tablet than my mouse. Way better. If you're better with the mouse, then you are a very weird person. Also, tablets have pressure sensitivity, which allows you to use different strokes without changing options. It's all dependent on how hard you press down on the tablet with the pen.

And Kitsune, like what Automaton said, if you're willing to spend over $1,000 for a PC Tablet (even though that's not the definite choice), I'd suggest you buy the Cintiq. It's basically drawing on paper, because unlike the tablet, you're not drawing on something and having the art appear on another screen. The Cintiq is basically like a piece of paper, you look down and draw, which gives a more realistic feel to it and in my opinion, is much better for animators.

I'll end up paying about the same amount anyway if I get an intuos 4 large with a bought laptop of my choice which will be around $900 give or take, versus a tablet pc, so spending THAT much on a tablet PLUS a new computer will almost deplete my bank account.

I am willing to spend 1500 or so on a tablet and a pc, integrated or not. If I buy a cintiq which is 1000 dollars PLUS the cost of a new computer, that will be much more than 1500.

I REALLY do want the cintiq though. It looks way better than any other tablet, but it's as though I were to get a tablet pc plus 400 or so dollars...

And why do you need a new PC? If you need a new PC, I guess you'll be paying closer to $1,700 than just $1,000 for the cintiq. Also, there is the 21UX version:

Well I need a new pc for going to college anyway.

I just got it too!

Really nice. Using it now.
4gb ram
320 gb hard drive
17 inch diagonal display

Good enough for me!

Now that was $800. I have enough money for the cintiq, and I'd love to get it, but I have other shit to spend my money on.

Maybe I should get a job to save up. :S

Well I decided to get a job and save up for paying off the cintiq 12wx because it was just too damn attractive of a product.

Advice: WHENEVER you're not using it, even for 5 minutes, cover it with some sort of silk cloth or something. The dust collects and when you write on it, the dust scratches into it. Wipe it a lot as well, and either buy a smudgeguard or cut a glove up to stop the smudging. It's up to you if you want to buy a special overlay for it (transparent sticky film like you get on new PC and phone screens). It would help, but I never did because it voids your warranty and you might need that! Basically, look after it because it's very prone to scratches and chips.

There's my advice for ya :)
