So, my cat will only drink water out the sink faucet right? It won't touch a bowl, no matter what.

make sure he can't drink out of the sink so he'll be forced to drink out of the bowl. And of course make sure the water is clean. Cat's won't touch it even if there is just one piece of (not so)dry food in there.

Buy a new cat.
And make the other cat drink from the bowl.
Someday the cat nº1 will feel jealous and decide that drinking from the bowl isn't fair for him.
Then he will move to some other home and you will have a cat who drinks from a bowl.
