I already owned HL2 and Episode 1 and I bought the Orange Box, and I gifted those over to someone else.
The steam Orange Box is actually just something that enables those onto your steam account, and any leftovers can be gifted
The DVD one all came on a few DVD's and installed them to your steam (then they update) but I think even then you could still gift.

Anyway what I dont get is, portal on its own is still £13.99. The OB is £5.99
Same with TF2 and HL2 and each episode. That means it costs LESS to buy the OB, with 4 other games, than buy them individually.
