Is vista taking full advantage of my RAM?

OK, so here is a print screen of my performance (in task manager):

Now first; I have 4 GB of RAM (2x2 GDDR2), and am using vista home 32 bit. I know it only recognises 3.2 GB of RAM. My question is, is it actually using that 3.2 GB? It says it's 'cached', what does that mean? I was intrigued as to what was going on when I was playing GTA IV, and under "RAM" it said there was 450 something MB. Is vista using most of my RAM for it's own needs? Can someone please tell me what it's using and for what?

Now second; Does anyone know of ANY possible way for my current vista to recognise all 4 GB? I've also heard of using some of your hard-drive's memory, and getting vista to treat it as VRAM, adding to your current RAM. Would that, in effect, bump me up to 4 GB? In short, when I play a game, I want nearly all 4 GB to be dedicated to playing that game.

Any help would be greatly appreciated. Thanks in advance :)

P.S. I will be getting a 64 bit version (probably of XP) when I can afford it, but as I'm getting other things first, that might be next year (so it could be windows 7).

All I've heard about Vista's RAM usage is that it uses 1GB just idling... so yeah, I'm sure it is hogging a lot of your RAM somehow.
