To play a sound on a frame:

1. Import sound.
2. Click on desired frame.
3. Go to Properties Panel.
4. Go to Sounds.
5. Change sound from the drop down list into desired sound.

Double click on the MP3, if it is an MP3. Not in Flash, in the folder it's located in.

Alright. In Flash 8:

1. File > Import > Import to Library
2. Browse for the sound, click OK.
3. Click on the frame that you want. At the bottom, there is a toolbar for Properties.
4. Click on the drop down menu on the right hand side. It should say Sound above it.
5. Select your sound.

If that doesn't work, then... :\
