I'm not entirely sure, but I remember something from my American History class about the gov creating laws that span anywhere from 1-5 years, and then decide to keep it or toss it.
Ex. legalizing marijuana (I mean, I myself don't smoke it, and know little of its affects, but if it's all for the best...)

I'm with the governer unlike the leglslature.The legislature wants to tax us to death.I'm fine with sales tax being raised.
