The death penalty needs to be more expensive than any other form of punishment, else we will have an incentive to kill instead of giving the actual appropriate punishment.

I disagree that this is the case. If what you say is correct, we should see lots of serial killers in the less expensive minumum security prisons, but I doubt you'll ever find that to be the case.

Why not just send them to maximum security prisons? (Which should be cheaper than the death penalty)

It all comes down to prospective when it comes to the death penalty. Its how you see a crime and how you want to punish that one responsible based on personal opinion and experiences. Those high up are the ones who get to actually express those opinions and experiences into the penalties and how sever they will be.
Personally, when it comes to the death penalty, I think it only should be used in the most worst of cases. And I'm talking the WORST. Life in prison is a death penalty in itself, if you think about it, but that seems more appropriate that early death for a crime severity.
If crimes were rated from a scale of one to ten based on severity, those that rank nine and ten should receive such a penalty as death.
That's just what I think.
