Called: I do some work with Adobe on the Student Editions, so I will do my best to help you out and answer your questions. First off, the student editions ARE functionally identical to the full retail versions, but obviously much cheaper (up to 80 percent off), and carry eligibility restrictions. Assuming that you are eligible, here is some info on which to choose.

On the student editions page (studenteditions.adobe) under products, you can compare which each product includes under product information.
Production Premium Edition allows for for motion graphics, animation, 3D composition, and more which sounds like what you are looking for

You can also see their basic product selector that will help you choose by activity here by visiting the Adobe site. Go to Creative Suite under products and then click on the suite selector under help me choose on the right.

Quick outline of the 4 you mentioned:

1. Adobe Creative Suite 4 Design Premium - The standard setup for Adobe software but with extras or something, I don't really notice much between my premium one and my mates standard.

2. Creative Suite 4 Design Standard - Standard set of software, prety damn good, would include flash in the bundle.

3. Creative Suite 4 Web Premium - Setup for more web based such, ie, less on the multimedia stuff.

4. Photoshop CS4 (Extended) - Best version of photoshop available, not really got anything to do with flash this but if it's just an improvement on CS3, it should be good considering I love CS3. But as stated, this has little to do with flash.

Do I really need to buy the whole package of Adobe CS4 or is there another program that is much cheaper doesn't come with the things I don't need. Yes, software (such as Flash or After Effects) is sold separately, however it is vastly discounted when bundled into one of the Creative Suite 4 packages. Combined with the student discount, it is often advantageous to purchase a complete package to save money unless you are positive one program is all you will need. If you go to the Adobe Educational store and select high education, you can click on the software tab and get a full list of all available components and packages. Something to consider is many programs can interact with each other. For example you can import 3D and video layers created in Photoshop into After Effects for animation. You will also likely require more than one program in the course of creating your work.
