1. I dont agree. Bush did it actually. But he is supporting government spending to get us out of the recession. Which is supposedly "over."

True, every president does it though. i.e. Obama saying closing Guantanamo Bay was one of his top priorities and would do it as soon as he got into office (hasnt done yet); he also stated that he would get all the world leaders to sit down with him especially military organized nations (hasnt done yet) just a couple.
