There's still flaws, I won't deny that (hence "near-on"). But compare them to the amount of flaws in this game.
I very rarely had trouble with CoD4. No balance issues, because I knew a way around each perk and gun. I know the way around the majority of them on this game, but that doesn't stop them from being constantly annoying (Akimbo, Commando, Heartbeat Sensors). I wouldn't have constant connection troubles, especially when I was joining a game with a bunch of mates. We wouldn't all be split up and put in to random ****ing game modes.
The overpowered gun in CoD4 was the M16, apparently. Despite the M40, MP5, AK-47, RPD, M4 and AK-74u being just as powerful in balance. However, the FAMAS is a dominating gun in this game. Nothing comes close to it, in my opinion. It's rapid fire, 3-round burst and usually kills in that burst. But, wait, the stats don't say it has that much damage!
The maps were brilliant. Small and cramped, some may argue. But the effect that had on the gameplay was purely positive.
I can honestly say that CoD4 had not even half the amount of campers this game has. The maps made it difficult to do so, and there was no real rush for air-support.
Sniping actually required some thought. "Oh, this guy is running, must anticipate his path and shoot in to it."
This game? You shoot at the guy running, even if he's on the other side of Wasteland.
Again, CoD4 had it's flaws, but even when the game was released it wasn't as frustrating as this game. Maybe I dislike it because I was expecting CoD4 with some new features, or maybe the game is just pretty shit and unbalanced.
