How many frames of easing looks good on 15 fps?

Depends entirely on the context. Really easing isn't something you do for a certain number of frames, it's a constant thing. But as a guideline, first frame only move one pixel, two or three next, then a gradual increase with whatever seems right. Watch your animation back and consider adding more or taking stuff away. See what looks best.

I'd say a couple more frames at either end would be worthwhile for a test, but for any practical purposes that's fine.

It's completely up to you. Some basic movements are always good, like walking, running or jumping.

It's good at the top of each bounce, but I think it needs to be faster at the bottom. Delete the frame immediately before the ball hits the floor and the frame after and see how that looks.
