He's a bit wobbly. It was averagely smooth. It was way too short too. Make something longer, maybe with a plot. Anything, even fight. I know what you are capable of you. So do it :3

Whoa. I find this pretty awesome, insanely smooth and godly drew. It is true that his arms was wobbly when he was touching hat, but that's normal with FBF at that speed - especially with fullbody. But James is right in other part - make something longer. That is very short - we want to see something more. =D

Reminds me of what I use to do, kinda pointless to redraw it all if only his hat and arm move, how many layers are there?

It was nice for what it was. Nothing bad, but nothing too special.
In raising the arm, the wobbles were a bit much. You could do some frame erasing to the arm, or some layer work to get that arm to move alone.

After he tips his head down, there should be some slight easing. His head just abruptly stops.
