I'm trying to import an SWF into flash, but when I do it just creates 200 blank frames.
How do I import it so that it actually shows in the flash file?

Flash Decompiler. I don't suggest you use it though as it may or may not be legal depending on the copyright of the animation you're trying to steal.

I have tried this but you can't import action script unless you pay money...

It just gives me blank frames :/
@GBS
I'm not trying to steal per say, I'm just trying to make it into an Animated gif.
Also if I can get this to actually work it will help me edit videos in flash since I have a program that can convert videos into .swf :/
